Forest fire prevention and control is essential not only to safeguarding people's lives and property, but also to ensuring national ecological security. As China's province with the most concentrated, best-preserved, and largest contiguous areas of tropical rainforest, Hainan is home to rich and unique forest resources. With a forest coverage rate of 62.1% and globally rare biodiversity, it is rightfully known as a "treasure trove of flora and fauna". Protecting this green oasis is both an ecological imperative and a systematic undertaking empowered by advanced technology.
From March to June each year, Hainan enters its peak season for forest fire prevention. During this time, high temperatures, low rainfall, and frequent droughts result in elevated fire danger levels. Increased outdoor activity during holidays and a rise in open-flame behavior further intensify fire risks.
The island's complex terrain and vast forest areas pose significant challenges to traditional communication networks, which suffer from three major issues: limited coverage, unstable signals, and slow response times. These limitations critically hinder frontline fire patrols, command dispatching, and emergency rescue operations. Establishing a fully covered voice communication network has become an urgent priority in strengthening Hainan's forest fire prevention and control system.
Under the Hainan Province Forest Fire Communication System Construction Project, Caltta, has partnered with the Hainan Provincial Forestry Department to provide a comprehensive solution, deploying ultra-shortwave communication switching platforms and emergency communication systems. The project includes products such as the PR900 ultra-shortwave fixed repeater, the PR680 mobile repeater, and the PH690 digital two-way radio, forming a digital ultra-shortwave communication network that spans both provincial and municipal (county) levels.
This invisible communication network provides a stable and reliable backbone for routine patrols and command operations, while enabling rapid, coordinated emergency response in the event of a fire. It effectively overcomes the limitations of traditional communication tools and significantly enhances the efficiency of fire prevention command and control.
To address the unique challenges of forest fire prevention—such as complex terrain, signal blind spots, and the need for real-time response—Caltta has developed a communications command system featuring four key advantages:
Decentralized, Multi-Level Dispatching
Enables centralized management of voice, location, and short data messaging by the Provincial Forestry Department, while allowing city and county-level autonomy and regional networking.
IP Interconnection for Full Coverage
By using IP networking to connect fixed sites across regions, the system eliminates geographic barriers and achieves unified wide-area communication.
Hybrid Deployment for Flexible Response
Fixed sites ensure baseline coverage, while mobile stations serve as gap fillers and mobile emergency units, adapting to various on-the-ground needs.
Trusted Domestic Architecture
Fully compatible with domestic operating systems like Kylin OS, the solution meets national requirements for information security and technological autonomy.
Looking ahead, Caltta will continue to innovate in the field of emergency communications, iterating on its "Smart Forest Protection" solutions. Through the power of technology, Caltta is committed to safeguarding Hainan's lush landscapes and providing strong communication support for building a greener, more ecological Hainan.
