The electric power industry is China's lifeblood industry and has veteran state-owned enterprises. It plays an important role in the energy supply in China. This industry is widely distributed and serves a large number of users with diversified functions. It has broad market prospects. However, the businesses, including power distribution automation, mass data, and high security, require LTE technology urgently. There are existing wired dispatching networks built for this industry. To achieve better power distribution automation, the China Southern Power Grid and State Grid Corporation of China have been building LTE pilots since 2011. The Haikou Electric Power Bureau of China Southern Power Grid is the user of this system.
Haikou City is the capital city of Hainan Province. It is located at latitude 19°32′ through 20°05′ and longitude 110°10′ through 110°41′ in the northern part of Hainan Island with a land area of 2304.84 km². In 2012, it was voted as one of 200 attractive cities in China. The Haikou Electric Power Bureau has been providing stable power supply to the city for years and continues to improve information collection and emergency repair for the power system with advanced communication technology. As from 2011, the Bureau has held communication equipment biddings several times, and Caltta has won these biddings with partners. In August 2013, the Haikou Electric Power Bureau launched a bidding for a set of core network packet switching equipment, six sets of base station, 95 data transmission terminals, and other equipment and accessories including racks, Mobi antennas, and RRU outdoor antenna poles to construct the private wireless communication network for the distribution automation pilot project in the central urban area of Haikou.
In accordance with the plan developed by the Haikou Electric Power Bureau, the LTE pilot project covered the central urban area of Haikou. The private communications network was required to access the backend server of Hainan Electric Power Corporation and to provide services including power consumption data collection, power transmission line condition monitoring, and terminal power distribution. The terrain at the project site was complex, and the climate in Hainan was hot and humid.

Transmission line condition monitoring: Power transmission lines are set up outdoors. Those laid near the ground are vulnerable to man-made damage. In the monitoring system, data are reported in real time through the CPE and faults are automatically reported for troubleshooting. The data is transmitted to the core network through Caltta's base stations and then sent to the server of the electric power bureau. The reliable and rapid transmission through Caltta LTE equipment guarantees the timely delivery of transmission line condition data. High bandwidth and mass–data transmission feedback line damage, and facilitate the identification of causes, greatly saving time and manpower for power line troubleshooting and minimizing losses caused by power line damage.
Automatic collection of power consumption data: The power meter reading system installed in the consumers' electricity meters achieves regular and stable user data collection. User data are accessed to the LTE base station nearby through the CPE, and then transmitted to the data server in the electric power distribution building of the State Grid Corporation through the core network. Power consumption data can be obtained automatically, stably, and reliably without on-site meter readings.
