    Project Background


    In July 2023, affected by Typhoons "Doksuri" and "Kanun," the Beijing-Tianjin-Hebei region experienced an unprecedented heavy rainfall, resulting in severe flooding. The Ministry of Water Resources classified this flood as a "23·7" regional flood in the Haihe River Basin, the largest flood in the Yongding River since 1956.

    The disaster caused "disrupted roads, power outages, and network interruptions," with traditional communication systems down. An emergency communication network was urgently needed to ensure rescue command and personnel safety. The emergency communication private network needed to be strong, durable, secure, reliable, and controllable, usable in both peacetime and wartime. Leveraging its narrowband self-organizing network's rapid deployment, stable communication, and efficient coordination capabilities, Caltta quickly built an emergency communication private network for the Yongding River.
