Caltta will continue to drive innovation through technology, assisting Qiqihar Public Security in building a smart, efficient, and stable communication and dispatching system, and fully safeguarding urban safety and social stability.
To comprehensively enhance the communication and dispatching capabilities of the Qiqihar Public Security Bureau, Caltta, relying on the eChat public network trunking system, has jointly built an efficient, intelligent, and secure digital policing communication platform. The system fully complies with the Ministry of Public Security's P-PoC standard requirements and meets the integrated communication needs for voice, video, and positioning under the new conditions of police operations.
Qiqihar City is located in the western part of Heilongjiang Province. It is an important city in the Songnen Plain of Northeast China and a junction of the three provinces/regions: Heilongjiang, Jilin, and Inner Mongolia. The Qiqihar Public Security Bureau has 9 internal departments, 22 directly affiliated institutions, and 9 sub-bureaus. It is fully responsible for multiple public security functions in its jurisdiction, including criminal investigation, public order, traffic, household registration, and supervision, and serves as the backbone force safeguarding the city's safety and stability.
The original Gota voice trunking system had been in service for nearly ten years. Although it played an important role in practical police work, it now faces issues such as equipment aging, technical bottlenecks, insufficient network coverage, and fragmented communications:
Gota system aging: Equipment replacement is needed, and technological upgrades are urgent;
PDT system resource limitations: Core network is single, base stations are limited, frequency resources are tight, making expansion difficult;
Poor call quality in analog intercom systems: High cost and fragmented dispatching prevent unified management;
Rising communication demands: There is a need for integrated management of voice, video, positioning, and dispatching to meet front-line enforcement needs.
To meet the diverse and intelligent communication needs of the police force, Caltta has built for the Qiqihar Public Security Bureau:
eChat public network trunking system platform: Realizes unified networking, voice dispatching, network management, and integration with external systems for all police terminals across the city;
MDS video command and dispatch platform: Enables high-definition video dispatching, integrated command, and unified management;
More than 5,000 eChat intelligent intercom terminals: Support voice, video, positioning, and business applications, comprehensively improving policing communication efficiency;
Opened 350M trunking resources: Achieves interconnection and interoperability between public and private networks, improving overall dispatch flexibility.
No need for frequency applications, base station construction, or private network O&M investment;
Utilizes operator 4G/5G networks, breaks distance limitations, achieves wide-area coverage;
Lowers network deployment thresholds and maintenance costs, extends private network communication boundaries.
Wide network coverage and high bandwidth support large-scale voice and video service concurrency;
Communication capabilities are based on operator networks, with both reliability and telecom-grade assurance;
Seamlessly integrates mobile communication and IT technologies, supporting the development of smart policing.
Offers multiple intelligent terminals such as e690, e720, and G180Pro to meet multi-scenario policing needs;
Terminals support BeiDou hardware positioning and Android business ecosystem, with high intelligence levels;
Platform is compatible with over 200 terminal models from more than 100 manufacturers, enabling flexible deployment and easy upgrades.
Supports the Ministry of Public Security's P-PoC standard, and offers various deployment options such as cloud-based or on-premise;
Supports audio/video encryption and backup, as well as customized development and on-demand capacity expansion;
Realizes integrated management of "voice + video + positioning + dispatching + people/vehicle/document inquiry."
Follows public security system interconnection technical standards and supports pSIP, SIP, GB28181, and other standard protocols;
Supports integration with 110 emergency response platforms, video platforms, map systems, and other business systems;
Interconnects with PDT systems, building an efficient, flexible, and sustainable integrated communication system.
Caltta will continue to drive innovation through technology, assisting Qiqihar Public Security in building a smart, efficient, and stable communication and dispatching system, and fully safeguarding urban safety and social stability.
