Beijing government IOT data network, as a key part of the wireless city initiative of Beijing, was included in the Beijing E-government network. This project inherits the BOT mode of Beijing government’s wired network: Build, Operate and then Transfer. Beijing Government Network Management Center and the Capital Information Development Co., Ltd. had signed the Cooperation Framework Agreement on Beijing E-Government Network BOT Operation. The Capital Information Development Co., Ltd. was responsible for the construction of Beijing government IOT data network, and Beijing Government Network Management Center was responsible for its operation. Beijing Government Network Management Center was subordinate to Beijing Economic and Information Technology Committee, and responsible for the operation management of Beijing wired government network and wireless government network.
Beijing government IOT data network was one of the key projects for upgrading the information technology infrastructure of Beijing. This project was intended to complete the construction of all private networks during the period of the Twelfth Five-Year Plan. The goal was to cover the whole city of over 6,000 square kilometers and achieve the coverage with more than 1,000 base stations in order to improve government management and people's livelihood with the service applications including health care, transportation, municipal affairs and amenities, energy and environment, public safety, emergency, and urban management IOT.
The TD-LTE technology used for the Beijing government IOT data network adopts frequency of 1447MHz to 1467 MHz. In terms of the network scale, 771 base stations in total had been planned, and the overall scale was to reach about 1,000 to 1,500 base stations.
The construction of the second phase had completed. As many as 270 base stations had been established, covering the area surrounded by the Fifth Ring Road, the main area of Shijingshan District, and administrative centers located in part of the outer suburbs. Caltta was responsible for the construction in the central city and suburbs.
As measured, the network coverage rate of the area within the Fifth Ring was about 86.5%, and the area covered was about 787.9 square kilometers. This accomplished the target of 531 square kilometers in the first phase, as well as providing basic IOT application service capabilities. The project completed large-scale construction and started requirement-oriented construction for in-depth coverage and network optimization.
Alongside the extensive development of the trial project on city safety operations and emergency management IOT in Beijing, the IOT realized the bearer network of multiple trial applications, during which the number of bearing points was growing with the implementation of the application projects.
